The Indian space programme was institutionalized in 1969 with the formation of Indian Space Research Organisation [ISRO]. Indian space programme is aimed at promoting the development and application of space science and technology for the socio-economic benefit of the country and also providing valuable service to the Nation in a self reliant manner. The future ISRO programme envisages development of cutting edge technologies for reusable launch vehicle, development of advanced technologies for manned mission, advanced high efficiency semi-cryogenic propulsion system, advanced communication satellite, satellite based navigation system, hyper spectral imaging sensors, and inter planetary missions. ISRO has a strong base in space science too and the first Indian scientific mission to the Moon and advanced Astronomical Satellite are slated for launch in the near future.
Development and Educational Communication Unit [DECU], one of ISRO's Ahmedabad based Units, is engaged in carrying out social applications projects/programs using space technology in the areas of Development, Education and Training. The Kheda Communications Project [KCP] under the Satellite Instructions TV Experiment [SITE] and the Jhabua Development Communications Project [JDCP] are some examples of the programs undertaken in the past. The programs on hand include Edusat Utilisation/Tele-Education, Tele-Medicine/Tele-Health, Gramsat/Training and Development Communication Channel etc. DECU's current strengths are Content Generation, Social Research & Evaluation, Training, and the Configuration of Satcom Networks to meet users' needs. At present several such networks are operational in the country and many more are under implementation.
Development and Educational Communication Unit [DECU], is looking for a suitable candidate for the position of Director [Scientist/Engineer `H' grade] in the scale of pay of
Rs.18400-500-22400/-.
Functions and Responsibilities:
Director, DECU shall report to Chairman, ISRO/Secretary, DOS and lead a rainbow team of creative/academic/technical personnel like Scientists/Engineers, Managers, Program Producers, Social Researchers, Graphic/Animation Artists & Visualisers, Technicians, etc. at various levels in diverse fields. He shall have to implement all the programs in hand through co-ordination and appropriate management skills, within and outside ISRO with government, autonomous and private agencies. He should also plan, propose and implement new space technology based applications programs for societal benefits.

The person should have a Post Graduate Degree in 1st Class with consistent good academic record in any branch of Engineering/Technology, Science, Management, Social Science, Mass/Development Communication or equivalent from recognized University/Institute.
He should have at least 20 to 25 years of relevant experience in the fields of development/education/training, content generation, program production, social research etc. and knowledge and familiarity with front line technology.
He must have adequate managerial and administrative experience at senior level and should have led a team of persons with varied experience.
The qualification prescribed is the minimum requirement and the same does not automatically make candidates eligible for interview. Based on bio-data, initial screening will be conducted to short-list candidates for interview.

Director, DECU should have:-
Understanding of societal applications of space technology
Some basic knowledge of space systems, technology and programme
Understanding of TV programme production/telecast
Understanding of the role of Communications Research during various phases of applications programs in terms of its needs-study, impact-analysis and desired mid course correction.
A broad view and sensibility to understand the essential national and social needs and capability to address these through various space based applications programs.
An open mind, positive attitude, capability/will to understand types of methodologies used and to carry people with him and appreciate their efforts.
Capacity to think beyond, have an independent view and to conceive ideas
Age limit: 52 years as on 17-03-2008. The age is relaxable in exceptional cases. SC/ST/OBC/PWD and Ex-Serviceman are eligible for age relaxation as per Govt. of India orders.

Pay and Allowances : Selected candidates will be appointed as Scientist/ Engineer 'H' in the pay scale of Rs. 18400-500-22400/-[pay scale likely to be revised based on 6th Central Pay Commission recommendations]. The gross emoluments in the minimum of scale will at present be approximately Rs.46,000/- p.m. including all allowances. The emoluments are likely to be revised in due course of time based on the 6th Central Pay Commission recommendations. The employees will be governed by the New Pension Scheme.
